3. Criteria for selecting the best offer: Availability of necessary documents for maintenance of requested services, guarantee, terms of works, cost, terms of payment, work experience.
4. This procedure of request for quotation is not a contest and its holding is not regulated by articles 447-449 of the CIVIL code of the Russian Federation;
5. This procedure is also not a public contest and is not regulated by articles 1057-1061 of the CIVIL code of the Russian Federation;
Thus, this RFP procedure does not impose the corresponding amount of civil and legal obligations on the Customer.
