the competition for construction and installation
(repair) works:
Landscaping works at the facilities of Albazino
Resources LLC in Amursk, general construction
works in industrial buildings:
• Garage hangar for 60 cars at sh. Machine
builders 2.

Place of provision of services:
Khabarovsk Territory, Amur District, Amursk

Terms of work production:
Commencement of work: 05/01/2021 - completion of
work: 09/10/2021.
The start of work is allowed by a letter of
guarantee from the Customer until the conclusion
of the contract.
Before starting work, provide a certificate with
negative test results for COVID-19.

Scope of work:
1. The contractor is obliged to perform the work
in accordance with the approved Defective Sheets
(Appendix No. 1 to the TOR), Calculation of the
contract price (Appendix No. 3.2 to the TOR), in
accordance with the terms established by the
contract, and the schedule of work (Appendix 3.3
to the TOR);
2. It is possible that additional works may
arise, for the performance of which, in agreement
with the Contractor, an Additional Agreement is
concluded. The supply of goods and materials
remains, in accordance with clause 2.1 of the TOR,
the responsibility of the Contractor.
2.1. If the list of additional work contains the
types of work, the price of which was determined
in App. No. 3.2 to the TK, then the price of
similar work as part of additional work is reduced
by a fixed percentage;
2.2. If the list of additional work contains
types of work, the price of which has NOT been
determined in App. No. 3.2 to the TK, then the
price of such work as part of additional work is
determined on the basis of a local estimate
calculation and is reduced by a fixed percentage;
2.3. In his commercial proposal, the Contractor
must indicate a fixed% discount on the cost of
additional work.
2.4. An increase in the scope of work / change in
the scope of work is recorded by the Defective
List and agreed by the parties.

Requirements for the production of construction
and installation works:
1. The Contractor's employees must be provided
with personal protective equipment, overalls and
special footwear;
2. The Contractor's engineering and technical
personnel appointed by the order of the
Contractor, prior to the commencement of repair
work, must be instructed by the Customer on health
and safety, familiarized with the OSH and
industrial safety of OJSC Polymetal UK;
3. When performing repair work, the presence of a
certified engineering and technical staff of the
Contractor must be present, who have a higher
education in construction or special education in
construction and work experience in the specialty
of at least 5 years for the implementation of
general management of the ongoing repair work and
the Contractor's employees;
4. The Contractor is obliged in the process of
performing the work to maintain and after their
completion provide the Customer with as-built
documentation (general work log, certificates of
inspection of hidden works, etc.). Current
as-built documentation is provided by the
Contractor for verification to the Customer upon
request
5. When carrying out repair work in a residential
building, observe the mode of production of work
accompanied by increased noise: from 9 to 13 hours
and from 14 to 18 hours on weekdays. On weekends,
"noisy" work should be performed in a minimum
volume;
6. The obligation of the Contractor to take all
measures to ensure the safety of the property
entrusted to him by the Customer and is
responsible for any omission that entailed its
loss or damage (Article 714 of the Civil Code of
the Russian Federation);
7. When performing construction and installation
work, be guided by the following rules and
regulations: SP 48.13330.2011 - Organization of
construction; SNiP 12-03-2001, SNiP 12-04-2002 -
Labor safety in construction. SP 14.13330.2011
Construction in seismic regions and other norms
and rules governing the type of work performed;
8. Ensure the quality of work in accordance with
regulatory documents. Cleaning and removal of
construction waste is the responsibility of the
Contractor. The Contractor's warranty obligations
for the work performed must be at least 5 years;
9. Executive documentation is provided by the
Contractor in accordance with the DV on the basis
of RD-11-02-2006, SP 48.13330.2011 "Organization
of construction". For the reporting period, the
contractor must, on a monthly basis, together with
the executive documentation, submit to the
customer acceptance certificates for work
performed in the form No.KS-2 in 3 copies,
certificates of the cost of work in the form
No.KS-3 in 3 copies, an invoice for payment ;
provide the Customer with a report on the
expenditure of the materials transferred to him;
10. Loading and unloading operations, removal and
removal of construction waste are carried out by
the Contractor.

The minimum required requirements for the
machines and mechanisms of the Contractor
(indicating the list and quantity for each type of
equipment):
1. Truck crane, lifting capacity not less than 5
tons - 1 unit;
2. Well drilling equipment - 1 unit;
3. Aerial work platform for overhead lines repair
- 1 unit;
4. Dump truck -1 unit;
5. Road roller, vibrating plate - 1 unit;
6. Excavator, bucket volume not less than 0.25 m3
- 1 unit;
7. Motor grader (or bulldozer) - 1 unit;
8. Asphalt paver - 1 unit;
9. Manual and auxiliary tools for all types of
work (hand rammer, crowbar, perforator, angle
grinder, drill, screwdriver, tools and accessories
for painting work, including scaffolds, ladders,
extension cords, tools for electrical work, etc.)
- the amount is determined by the composition
brigades. All employees must be provided with the
necessary tools.

Basic requirements for the contractor's personnel
(number / qualifications / working hours):
1. The number of personnel and the composition of
the teams is formed by the Contractor
independently, depending on the type of work
performed, taking into account the provision of
work in accordance with the Schedule (Appendix 3.3
to the TOR).
It is obligatory to have certificates of
admission to work at height, work with cradles
(when performing work from aerial platforms),
certificates of electrical safety.
The presence of the Contractor's certified
engineers and technicians at the work site is
mandatory. Control over the production of work is
carried out by a person appointed by the order of
the Contractor with the presence of appropriate
certificates (geodetic control, construction
control), the specialist must be included in the
national register of specialists.
2. The mode of production of work is determined
by the internal Order of the Contractor, taking
into account the requirements for the production
of work on the part of the Customer.

Materials provided by the Customer:
The customer provides goods and materials for the
performance of the work specified in Appendix 3.4.
to the TK, at the production base of the Customer
(St. Amursk, st. Mechanical Engineers, 2).

Accommodation, meals, delivery of personnel to
the construction site:
Accommodation of the contractor's personnel at
the customer's site is NOT provided.

Terms and conditions of mobilization of machines
and mechanisms provided by the contractor.
1. Mobilization of equipment (organization of a
mechanized brigade) must be carried out before the
start of work at the facility;
2. The contractor independently and at his own
expense ensures the timely refueling of the fuel
and lubricants.

Requirements for the availability of permits for
the contractor:
1. In accordance with the requirements of the
Urban Planning Code of the Russian Federation, the
provision of an extract from the Register of SRO-S
members is mandatory (objects are not OPO);
2. Persons at least 18 years of age who have
passed a medical examination, training and safety
knowledge test in accordance with the requirements
of STP OSHMS and PB 002 are allowed to perform
work with increased danger;
- be sure to have certificates of admission to
work at height, work with cradles (for work with
aerial platforms);
- for personnel performing electrical work, it is
necessary to have electrical safety certificates
(admission group at least III).

The rest of the requirements are indicated in the
invitation letter in the procurement
documentation.

We would be grateful to receive your commercial
offer with the following attachments:
- a commercial proposal on the official
letterhead of the participant signed by an
authorized person indicating information on the
approval of the basic draft of the work contract
without disagreements, or the provision of an
appropriate protocol of disagreements;
- completed proposal card (Appendix No. 3 to the
letter);
- completed calculation of the contract price
(Appendix No. 2 to the TK);
- a completed Counterparty Questionnaire
(Appendix No. 4 to the letter) and a reference
list;
- scanned copies of permits required for the
performance of work;
- scanned copies of documents confirming the
availability of the necessary equipment,
equipment;
- charter (in the latest edition with all changes
and additions);
- certificate of state registration (on the
assignment of the OGRN);
- tax registration certificate;
- the decision of the authorized management body
of the legal entity on the appointment of the
executive body;
- if necessary - a power of attorney for the
person who signed the contract;
- letter from the Federal State Statistics
Service on the assignment of codes;
- an extract from the Unified State Register of
Legal Entities;
- consent to the processing of personal data (in
accordance with the form) (Appendix No. 5 to the
letter).

This RFP procedure is not a tender and is not
subject to Articles 447-449, Section 1 of the
Civil Code of the Russian Federation;
This procedure is also not a public tender and is
not regulated by Articles 1057-1061, Section 2 of
the Civil Code of the Russian Federation;
Thus, this request for proposal procedure does
not impose on the Customer the corresponding
volume of civil obligations.
