Two-stage purchase procedure
The procedure is held in two stages. At Stage 1 the bidders need to upload the file with the proposal based on requirements specified in the documentation for prequalification of bidders. On the basis of received proposals the organizer makes decision on allowing to the bidders access to the next stage (Stage 2).

The submitted proposal within the first stage must consist of a technical part, certified by the signature of the head with a stamp. The technical part must contain a list, scope of work, etc., it is not allowed to indicate any information related to the commercial part (total cost, unit prices, payment terms, etc.). If the data in the attached TP does not match. In case of non-compliance with the above requirements, the TP will be rejected.
