Please note that this request is not a type of competition/auction/public offer and is not subject to the regulation of Articles 447 — 449 of Part One of the Civil Code Russian Federation. $ When conducting request for price quotations/offers an invitation to participate, together with documentation on request is an invitation to suppliers to make offers to the Organizer of the procurement procedure; application for participation in the request is an offer of potential Participant of RFQ/RFP. Thus the Organizer has no obligation to enter into a contract based on RFP results.
If the participant registered in the system does not have the opportunity to submit an offer independently due to the absence of EDS, it is possible to upload offers sent to e-mail organizer. $
Three documents are required to upload proposals on behalf of the Participant:
- Offer (commercial offer) certified by the signature of the authorized person and the seal of the organization (Must contain the quantity of products offered, unit price including VAT, total amount including VAT);
- A document establishing the right to act on behalf of the counterparty (for example: charter, power of attorney);
- Letter withholding further claims on the occasion that the proposal is not submitted at the bidding by the Participant (in free form on the company letterhead signed by the authorized person).
All proposals from participants who do not have EDS should be sent to the e-mail address of the Organizer's enterprise stochilkin@belmk.ru.
Acceptance of proposals to the Organizer's e-mail address is completed up to 6 hours before the end of the procedure, submission of proposals for trading is possible up to 4 hours before the end.
And also if the potential supplier does not agree with the terms of the lot (payment terms, delivery terms, etc.) then it is necessary to specify its terms in the commercial offer (offer) or in the additional comments.
