This procedure for requesting proposals is not an offer, an invitation to make offers, acceptance of an offer or an invitation to bid, its conduct is not governed by articles 447-449 of the Civil Code of the Russian Federation. The Customer also does not bear any obligations to reimburse the Purchasing Participants or other third parties any costs or any losses related to participation in the request for proposals. The organizer has the right to stage 2 stage (rebidding) in case of receiving an unsatisfactory result in the first stage. Up to re-negotiation, no more than 30% of applicants with the best prices from the total number of participants will be admitted. The winner of the procedure will be the offer of the bidder who proposed the best conditions in accordance with the requirements and criteria of the procedure.
