Bidding initiator has set a restriction on submission of a bid with a price which is higher than the price of the previous bid submitted by the bidder. Once the bid is submitted, the stated price can not be increased.

2. The criteria for selecting the best offer: availability of necessary documents on the conduct of operations, quality, timing of work, value, conditions of payment, work experience.
3. This procedure RFP is not a competition and its conduct is not regulated by Articles 447-449 of Part 1 of the Civil Code;
4. This procedure also is not a public competition and is not regulated by Articles 1057-1061 of Part 2 of the Civil Code;
Thus, this RFP procedure does not impose the corresponding amount of civil and legal obligations on the Customer
5. Attached Treaty does not constitute a public offer, but the terms of the Agreement will be binding upon the successful bidder.
