The procedure is held in two stages. At Stage 1 the bidders need to upload the file with the proposal based on requirements specified in the documentation for prequalification of bidders. Possibility of bid submission in a different currency
When applying, bidders can choose a currency different from the one stated for the procedure. For the purposes of bids evaluation, the prices provided in other currencies will be converted based on the official currency rate of the Russian Central Bank as of the date of publication of a call for bids.

1. The purpose of the competition is to receive final bids with the lowest possible final price. The decision to choose the winner is made based on the results of comparing the terms of commercial offers, taking into account the customer's technical opinion and possible recommendations of the Security Department regarding participants, as well as the supplier's OTIF.
The winner is obliged to supply the equipment (in accordance with the agreed technical offer) on the terms provided during this tender.
