Payment terms:
The buyer shall pay by transferring money to the account of the Supplier at the rate of CB of RF on the day of payment in the following order: 100% within 60 days after delivery of goods to the warehouse of the Buyer. Transportation costs shall be included in the cost of products. Preference is given to suppliers who offer - 100% payment delay on the delivery of products to the destination station within 60 days. In case of advance payment the Supplier shall submit an irrevocable bank guarantee for an amount not less than the advance payment issued by the bank, included in the top fifty largest banks in Russia or international banks with a rating no lower than BB+/Baa2.
Delivery terms:
Provision of dealership documents for the products is required, Delivery time: 30 days from signing the contract. Supplier delivers products at its own expense and using its own resources to the buyer's warehouse. Quality certificates or other documents certifying the quality of products shall be provided when entering the warehouse. The supplied products must be new, not repaired. When the products are shipped the mandatory notification of the Buyer with provision of the copies of: tax invoices, TORG-12 delivery note and the documents confirming the shipment of goods via the carrier, is required.

Comments: Mandatory condition for participation in the RFP and conclusion of supply contraсt is having the satus of manufacturer or acting dealership with manufacturers, suppliers shall confirm the status immediately after the request with provision of the relevant documents in electronic form. Provided offer shall be valid for 3 months. Please, attach the offer. Please, note that this request is not a notice of tender (public tender) or a public offer and is not regulated by Art. 447 - 449 of Part 1 of the Civil Code, Art. 1057 - 1061 Part 2 of the Civil Code. Thus, this procedure does not impose on the Organizer the corresponding volume of civil liabilities, and reserves the right to reject all the received proposals for any reason, or to terminate the selection procedure at any time, without thereby incurring any liability to the Participants.
For the contractors, previously registered in the system, but who have not received electronic signature and have not paid for participation in the system, there is a possibilty to download the proposal by the Organizer of the request on behalf of the contactor. To do this, three documents are required: Offers (commercial proposals) certified by authorized signature and seal of the organization; - Document establishing the right to act on behalf of the Participant (for example, a power of attorney); - Letter of refusal from further claims on the occasion of the fact that the proposal at the auction is not submitted by the participant (in the free form on company letterhead signed by an authorized person).E-mail for the above mentioned documents: yau_b2b@mechel.com. Acceptance of proposals sent to e-mail ends up to 6 hours before the end of procedure, uploading of proposals for bidding is possible in up to 4 hours before the end.
