The request for proposals is not an auction (tender, auction) or a public tender in accordance with Articles 447 449 of Part one of the Civil Code of the Russian Federation and Articles 1057 1061 of Part Two of the Civil Code of the Russian Federation, and does not impose on the Organizer and the Customer obligations established by these articles of the Civil Code of the Russian Federation.
The Organizer has the right to refuse to conduct a request for proposals at any time before summing up its results, and the Customer has the right to refuse the obligation to conclude a contract based on the results of the request for proposals.
The participant who submitted the application with the best conditions must attach to it the maximum number of documents in accordance with p.4.5.2 and p.6 of the Documentation for the OPP for the early conclusion of the contract. Forms that require registration in third-party organizations can be submitted as soon as they are ready.
