1.This competitive procedure for the selection of a Supplier is a request for commercial proposals, is not an offer, auction or tender and its conduct is not regulated by Articles 447-449 Part 1 and 1057-1061 Part 2 of the Civil Code of the Russian Federation. Thus, this procedure does not impose an appropriate amount of civil obligations on the Organizer and reserves the right to refuse all received Offers for any reason or to terminate the selection procedure at any time without explanation, without incurring any liability to the Bidders.
2. The proposal must be uploaded, after which the documentation will be checked.
3. The Bidder must submit an offer indicating the commercial conditions (price for 1 piece incl. VAT, payment procedure, delivery time), the full package of documents (see the constituent documents for a legal entity).
4. Incomplete Commercial Proposals are not accepted for tender.
5. An organization/documentation that does not meet the requirements and forms specified in the Bid Notice may be rejected by the Organizer without explanation and recognized as this documentation, and, accordingly, the Applicant, does not meet the requirements of this competitive procedure.
6. The winner of the competitive bidding process is approved by the chairman of the tender committee, based on the results of all cumulative factors (price, agreement with payment terms, availability /absence of advance payment, delivery time, accreditation in the security service)
