Ranking of bids
In the course of bidding, a price-based rank (position) shall be assigned to a quotation.
Assignment of the 1st rank (position) to a bid does not imply the bidder's winning, but enhances the bid's preferability for the Buyer when selecting the winner, all other factors being equal.

Auto-extension
If within the last 30 minutes of bid submission period a new bid is submitted, then bid submission deadline will automatically be extended by 30 minutes from the time the last bid is submitted.

Comments:
Attachment of a scanned copy of the Commercial Proposal on the Supplier’s letterhead with a certifying signature is required.
Consent with the VKM-STAL Model Agreement, the Scrap Metal Acceptance Regulation and additional penalties for the supply of scrap with a high percentage of blockage is mandatory.

This selection is not a tender (competition, auction) or public tender in accordance with Articles 447-449, 1057-1061 of the Civil Code of the Russian Federation (Civil Code of the Russian Federation), and does not impose on VKM-Steel the obligations stipulated by the above articles of the Civil Code of the Russian Federation
Competitive selection can be canceled at any time before summing up its results.
In case of changes in the conditions of competitive selection or its cancellation, expenses incurred by any person in connection with the selection are not reimbursed
