Bidding initiator has set a restriction on submission of a bid with a price which is higher than the price of the previous bid submitted by the bidder. Once the bid is submitted, the stated price can not be increased.

Auto-extension
If within the last 30 minutes of bid submission period a new bid is submitted, then bid submission deadline will automatically be extended by 30 minutes from the time the last bid is submitted.

This RFP procedure does not constitute an auction or request for tenders, and is not subject to the Articles 447-449 of the Civil Code of the Russian Federation, and does not imply the Customer's legal obligations to choose the supplier.

When concluding a contract, provide the following documents.

For Russian legal entities:
- Articles of Association (as amended),
- Certificate of state registration of a legal entity,
- Certificate of making an entry in the Unified State Register of Legal Entities on a legal entity registered before July 1, 2002,
- Certificate of registration with the tax authority,
- Power of attorney (if the signatory is not the head of the legal entity)
- Protocol (Decision) on the election of the sole executive body,
- Extract from the Unified State Register of Legal Entities (USRLE) (valid for 1 month),
- Balance sheet (form No. 1) for the last reporting period (if applicable),
- Statement of financial results (form No. 2) (if applicable),
- VAT return for the last reporting (tax) period *,
- Income tax return for the last reporting (tax) period *,
- Ministry of Emergency Situations license.

For individual entrepreneurs:
- The passport,
- Certificate of state registration of an individual as an individual entrepreneur,
- Certificate of registration with the tax authority,
- Extract from the Unified State Register of Individual Entrepreneurs (USRIP) (valid for 1 month),
- Power of attorney (if the signatory is not an individual entrepreneur),
- VAT return for the last reporting (tax) period * or a document confirming the application of the Simplified taxation system,
- Income tax return for the last reporting (tax) period *
- Ministry of Emergency Situations license.

* - Instead of tax returns, the following can be provided:
- Certificate of absence of tax arrears issued by the tax authority, or
- A letter guaranteeing the payment of taxes to the budget, signed by the sole executive body and stamped by the counterparty.
