Comments:
1. The purpose of the competition is to receive final proposals with the lowest possible final cost. The decision on the choice of the winner is made based on the results of comparing the terms of commercial offers, taking into account the technical conclusion of the customer and possible recommendations of the Security Department regarding the Bidders, as well as the OTIF indicator (in full, on time) of the supplier.
The procedure is carried out in two stages: at the first (preliminary) stage, it is necessary to submit a preliminary Technical and Commercial Proposal, taking into account all the technical aspects indicated in the Requirements Specification/OL (terms of reference /questionnaire) for its approval with technical specialists. After eliminating possible shortcomings and agreeing on preliminary Technical and Commercial Proposals, the second (main) stage will be opened.
At the main stage, it is necessary to submit your full Technical and Commercial Proposal indicating:
a. All technical aspects, taking into account the comments of the customer's technical specialists sent to you;
b. The minimum cost of equipment, spare parts, installation, commissioning, cold and hot testing services (if available in the Requirements Specification);
c. Delivery time of equipment, provision of services;
d. Terms of payment for equipment/services. In case of impossibility of delivery on the terms of full deferral of payment (which is considered as a negative factor and affects the results of supplier selection), it is necessary to take into account in the Technical and Commercial Proposal additional guarantees of repayment of the advance payment, for example, a bank guarantee, etc.
e. the final payment in the amount of at least 20% of the cost of the equipment must be made after signing the Act on commissioning of equipment;
f. The proposed payment terms should take into account the practice of payment days in METALLOINVEST Group of Companies (making payments to counterparties once a week).
g. Validity of the Technical and Commercial Proposal (at least 2 months).
h. Delivery terms (DDP or DAP destination station/warehouse of the consignee, Incoterms)
If the price targets of the project are not reached, the rebidding stage is possible.
