Please read the bid documentation and the mandatory requirements carefully.

Two-stage Call for Bidding.
Stage 1 - open Prequalification of Bidders (preliminary qualification selection) if possible, Suppliers fulfill mandatory delivery conditions.
Stage 2 - closed competitive bidding process, between the Bidders admitted according to the results of Prequalification of Bidders, to provide prices for the declared equipment. The Call for Bidding Bidder may repeatedly improve their price offers until the bid submission deadline.
The proposed equipment must comply with the terms of reference (Appendix 2). Data on the technical characteristics of the equipment must be entered in the template (Appendix 2.1).

Participation is free of charge
E-Signature is not required

Affiliated (related) persons cannot participate in the procurement procedure at the same time.
Otherwise, it is considered as a restriction of competition and is the basis for withdrawing all affiliated Bidders from participation in the procurement procedure.

This request for proposals procedure is not an auction or a tender, does not fall under the scope of Articles 447-449 of the Civil Code of the Russian Federation and does not entail legal obligations for the Customer to choose a supplier.
