Ranking of bids

Possibility of bid submission in a different currency
When applying, bidders can choose a currency different from the one stated for the procedure. For the purposes of bids evaluation, the prices provided in other currencies will be converted based on the official currency rate of the Russian Central Bank as of the date of publication of a call for bids.

Auto-extension
If within the last 10 minutes of bid submission period a new bid is submitted, then bid submission deadline will automatically be extended by 10 minutes from the time the last bid is submitted.
In calls for bids with bids ranking, bid submission deadline will automatically be extended in the same manner if the rank of a bidder changes.

Payment terms:
Not earlier than 30 working days from the date of delivery.
Delivery terms:
Delivery by the supplier to the buyer's warehouses located in the Belgorod, Orel, Tambov, Kursk regions and Primorsky Krai.
Comments: The commercial offer must specify:
1. The cost of goods (works, services). The cost must be given in rubles of the Russian Federation with VAT, must include all expenses with VAT. In addition, the Supplier (Applicant) is obliged to provide the structure of this price for all items of expenditure (with the exception of piece goods).
2. Delivery time (execution of works/provision of services).
3. Terms of delivery (execution of works/provision of services).
4. Payment terms and procedure (post-payment).
5. The validity period of the offer.
6. Willingness to work under the standard contract of the customer (Appendix No. 1 to this Request) and incur penalties for non-fulfillment of the terms of the contract.
7. Readiness to start delivery on the basis of the Customer's Letter of Guarantee.
8. The commercial offer must fully comply with the requirements/criteria set out in the Terms of Reference (Specification), which is an appendix to this Request.
9. A copy of the commercial offer in an editable format (.docx, .xlsx) must be provided as part of the offer.
10. The commercial offer must necessarily contain an inventory of the documents attached to it (Section 9 of this KP Request).
11. If an analogue is offered, it is necessary to specify the manufacturer, name and catalog number of the analogue for each item in the appropriate fields on the electronic trading platform. Offers without this data will not be considered.
