Per-item bid submission
Bidders can submit their proposals for certain lots of the call for bids, but necessarily for all the items within a selected lot

Restriction on submission of a bid higher than previously submitted
Bidding initiator has set a restriction on submission of a bid with a price which is higher than the price of the previous bid submitted by the bidder. Once the bid is submitted, the stated price can not be increased.

Ranking of bids
In the course of bidding, a price-based rank (position) shall be assigned to a quotation.
Assignment of the 1st rank (position) to a bid does not imply the bidder's winning, but enhances the bid's preferability for the Buyer when selecting the winner, all other factors being equal.

Auto-extension
If within the last 10 minutes of bid submission period a new bid is submitted, then bid submission deadline will automatically be extended by 10 minutes from the time the last bid is submitted.
In calls for bids with bids ranking, bid submission deadline will automatically be extended in the same manner if the rank of a bidder changes.

Prices for ROME should be quoted only in rubles.
Fixing the value in rubles to 30.04.2020.
Term of manufacture and installation-no more than 21 calendar days from the moment of placing the order. Reducing the term will be considered a competitive advantage.

The Participant's Offer should contain:
- Power (how many objects can be "turnkey" per month ");
- Completed questionnaire of the participant;
- Quotation template;
- Signed Model contract form (2019).
When a participant is not Provided with a complete package of documents on request, proposals from such participants will not be considered and will not be sent until the request of the missing documentation.

The Participant can repeatedly improve the price offer till the moment of submission of applications.

Participation is free of charge.
No E-signature is required.
