The requirements for the TSD are specified in the specification (please note that there are different requirements for different sites).
To participate in the tender before the end date of the tender, it is necessary to provide the TSD no later than 1 day in advance to verify its compliance with the parameters.
It is mandatory to specify the type of reader module in the Commercial Proposal. If the type of reader module is not among those listed in the specification, then it is required to provide a model for the test.
TSDs that do not need to be provided to verify compliance with parameters.

Bidders can submit their proposals for certain lots of the call for bids, but necessarily for all the items within a selected lot

Restriction on submission of a bid higher than previously submitted

Two-stage purchase procedure
The procedure is held in two stages. At Stage 1 the bidders need to upload the file with the proposal based on requirements specified in the documentation for prequalification of bidders. On the basis of received proposals the organizer makes decision on allowing to the bidders access to the next stage (Stage 2).

Ranking of bids
In the course of bidding, a price-based rank (position) shall be assigned to a quotation.
Assignment of the 1st rank (position) to a bid does not imply the bidder's winning, but enhances the bid's preferability for the Buyer when selecting the winner, all other factors being equal.

Minimum bid increment/decrement
The Organizer has established a minimum decrement for a Bidder's changing per unit price for each item from their previously submitted proposal.

Auto-extension
If within the last 10 minutes of bid submission period a new bid is submitted, then bid submission deadline will automatically be extended by 10 minutes from the time the last bid is submitted.
In calls for bids with bids ranking, bid submission deadline will automatically be extended in the same manner if the rank of a bidder changes.

Payment terms:
Payment to the winner of the tender is made within 10 working days after signing the contract and the actual receipt of the equipment by the customer.
Delivery terms:
1. When purchasing a set of equipment, it must be delivered to the recipient.
2. Provide all necessary equipment documentation for operation and self-configuration.
3. Provide technical support by phone and e-mail. Both at the preliminary stage of configuration and in the future.
4. Provide technical support, repair, replacement (with pickup and return back to the recipient) of equipment.

Comments: The customer has the right to conduct stage 2 (rebidding) in case of an unsatisfactory result at the second stage. Only Bidders who have been selected by the credit analytical department of the company and have provided all the necessary documentation specified in the questionnaire will be allowed to rebidding.
Organizations are required to fill out a qualification questionnaire in the form of LLC "STD "Petrovich", provide all the necessary documents.
This request for proposals procedure is not a tender, and its conduct is not regulated by Articles 447-449 of Part One of the Civil Code of the Russian Federation. This request for proposals procedure is also not a public tender and is not regulated by Articles 1057-1061 of Part Two of the Civil Code of the Russian Federation. Thus, this procedure for requesting prices does not impose an appropriate amount of civil obligations on the Customer.
