Ranking of bids

The Organizer has established a minimum decrement for a Bidder's changing the total lot price from their previously submitted proposal.

Auto-extension
If within the last 30 minutes of bid submission period a new bid is submitted, then bid submission deadline will automatically be extended by 30 minutes from the time the last bid is submitted.

Comments:
This request for proposals procedure is not a tender and its conduct is not regulated by Articles 447-449 of Part One of the Civil Code of the Russian Federation. This procedure is also not a public tender and is not regulated by Articles 1057-1065 of Part two of the Civil Code of the Russian Federation. Thus, this procedure for requesting proposals does not impose an appropriate amount of civil obligations on the customer. Procurement procedures are not regulated by the provisions of Federal Law No. 223-FZ of July 18, 2011 "On Call for Bidding of Goods, Works and Services by Certain Types of Legal Entities", as well as the provisions of Federal Law No. 44-FZ of April 5, 2013 "On the Contract System in the Field of Call for Bidding of Goods, Works and Services to Ensure Public and municipal needs". Applicants who have submitted an offer late and/or in violation of the procedures of the tender organizing company, and/or who do not meet the selected evaluation criteria, may be excluded from the Competitive bidding Process procedure. When conducting competitive bidding processes through an electronic trading platform, offers are not accepted by other means.
