- Proposals are accepted on the official letterhead of the supplier.
Requirements for RFQ participants:
- The procurement participant must comply with the requirements established in accordance with the legislation of the Russian Federation for persons supplying goods, performing work, rendering services that are the subject of the procurement.
- The participant must not be insolvent, be in the process of reorganization, liquidation or bankruptcy
- The activities of the procurement participant should not be suspended in the manner prescribed by the Code of the Russian Federation on Administrative Offenses on the day of filing the application for participation in the procurement.
- Lack of information about the procurement participant in the register of unscrupulous suppliers, provided for in article 5 of the Federal Law of July 18, 2011 No. 223-FZ "On the procurement of goods, works, services by certain types of legal entities."
- Lack of information about the procurement participants in the register of unscrupulous suppliers provided for in Article 19 of the Federal Law of July 21, 2005 No. 94-FZ "On placing orders for the supply of goods, performance of work, provision of services for state and municipal needs."
- Must have all the types of resources and competence necessary to fulfill the contract.
- Have in stock all the permits for fulfilling the terms of the contract.
- The ongoing request for proposals procedure is not a Tender (a form of bidding) provided for by Articles 447-449 of the Civil Code of the Russian Federation.
- This procedure is also not a public auction and is not subject to Articles 1057-1061, Part II, of the Civil Code of the Russian Federation.
The customer has the right to refuse all received offers for any reason and not to conclude a contract or terminate the request for commercial offers at any time, without incurring any liability to suppliers.
