Ranking of bids

Possibility of bid submission in a different currency
When applying, bidders can choose a currency different from the one stated for the procedure. For the purposes of bids evaluation, the prices provided in other currencies will be converted based on the official currency rate of the Russian Central Bank as of the date of publication of a call for bids.

Auto-extension
If within the last 30 minutes of bid submission period a new bid is submitted, then bid submission deadline will automatically be extended by 30 minutes from the time the last bid is submitted.
In calls for bids with bids ranking, bid submission deadline will automatically be extended in the same manner if the rank of a bidder changes.

Payment terms:
Payment for the goods is made by the Buyer within 90 (ninety) calendar days from the date of receipt of the goods and signing by the Buyer of the unified form of the consignment note (in the form of TORG-12, approved by the resolution of the State Statistics Committee of Russia dated 25.12.98 N 132), subject to receipt from the Supplier of the invoice issued on the basis of the signed Contract, by transferring funds to the Supplier's current account.

1. . To their proposals submitted in electronic form, participants of this procedure MUST attach a file in the form of a scanned copy of their commercial proposal signed by an authorized person and stamped by the organization participating in this procedure. In case of non-fulfillment or improper fulfillment of this requirement by the participant of the procedure, the organizer of the procedure reserves the right not to consider the proposal of this participant.
2. The supplier of the products must be the manufacturer, or an official dealer of the manufacturer, or a distributor (the participant provides supporting documents simultaneously with the commercial offer).
3. The cost of the products must be unchanged for the entire delivery period (written confirmation).
4. Criteria for choosing the best offer: quality, delivery time, cost, payment terms, work experience.
This request is not a notice of a tender (public tender) or a public offer and is not regulated by Articles 447 – 449 Part 1 of the Civil Code of the Russian Federation, Articles 1057 – 1061 Part 2 of the Civil Code of the Russian Federation. Thus, this procedure does not impose an appropriate amount of civil obligations on the Organizer and reserves the right to refuse all Proposals received for any reason or terminate the selection procedure at any time, without incurring any responsibility to the Participants.
The agreement between the Parties is considered to have been reached only after the signing of the Contract by both Parties, no other actions of the Parties are considered as reaching an agreement on all the essential terms of the Contract and /or are not considered as an offer and acceptance aimed at concluding the Contract.
The Organizer has the right to choose Offers that have not the lowest price, accept or reject any Offer in whole or in part, reject all Offers with or without explanation, cancel the purchase at any stage, including after choosing the Winner of the purchase. In case of providing false information, a potential supplier of goods, works, services may be suspended from participating in the Purchase.
Quality passport and certificate of conformity for the product. The price offer submitted through the ETP functionality must match the price in the commercial offer.
The participants of the request for proposals must attach a list of documents in the form of appendices 02, 03.
Venue of bidding:
This call for bids is held in electronic form on the e-marketplace of B2B-Center group (www.b2b-center.ru). Bids shall be submitted in the form of e-document.
