When delivering the product, the Supplier is required to provide a set of documents including: original invoice, waybill of goods, consignment note (TTN), railway receipt receipt for transport, a quality passport (certificate) according to the requirements of the ND; if necessary, a certificate of conformity under the GOST R certification system, a permit for use of GOST R, environmental certificates and other products, if the product is subject to this type of certification according to the laws of the Russian Federation, the standard of the company to which the products are supplied (TU, STP, etc.).
The supplier guarantees the quality of the products delivered in accordance with the current standards approved for this type of product. The supplier guarantees that the product is new, not restored and has not been used before.
Product replacement is made by written approval on the company's official letterhead and sent to aleksandr.tsebinoga@mechel.com
The packaging and packaging, if any, must ensure full safety and protect the products from damage during transport and storage in accordance with applicable regulations.

1. The requester must be a manufacturer or an authorized dealer (representative) of the manufacturer. The dealer (representative) must provide documents confirming the supplier's status as the manufacturer's authorized dealer (representative), with all warranty obligations maintained by the manufacturer.
2. The requester must have the necessary professional knowledge and experience, resources (financial, logistical, production, labor), managerial competence, positive reputation.
3. The participant in the request for proposals must not have a loss for the last fiscal year and quarter (Forms #2 "income statement").
4. A participant in the request for proposals must not have a decision to suspend activities in accordance with the procedure provided for in the Code of Administrative Offences of the Russian Federation for a day Consideration of the Competition Negotiation Proposal.
5. A participant in the request for proposals must not be in arrears of assessed taxes, fees and other mandatory payments to budgets of any level or state extrabudgetary funds for past, completed reporting periods.
6. The requester must have full civil capacity to enter into and execute the Contract.
7. The requester must not be insolvent or bankrupt or in liquidation. The Member's economic activities shall not be suspended.
8. It is mandatory for the participant to identify the manufacturer of the product and also document this (by providing copies of technical documentation for the products - technical passports, certificates conformity with appropriate proof of product labeling).
9. The participant must specify the real delivery time in the offer (by highlighting it in a separate column for each item).
10. The participant must specify the expiration date of the offer in the offer.
11. Participants in the request for proposals having a contractual relationship with Moscox JSC are obliged to load documents strictly according to the List (attached);

14. a copy of the consent decision to transact with the interested party (if required by the Member's statutes and legislation), or (if the transaction is subject to does not constitute a transaction for the Member in which there is an interested party) — a freeform certificate (letter) stating that such approval is not required , with reasons;
15. a copy of the agreement that defines the rights and obligations of organizations, establishes the leading organization in the relationship with the customer and the joint responsibility of the organizations for the timely and complete Enforcement of the Agreement (provided by collective Members only)
16. Three years' annual financial statements with audit opinion (subject to legal audit requirements), balance sheet and income statement for the most recent reporting period with the tax authority's mark;
17. copies of balance sheets together with income statements marked by the Tax Inspectorate for the three years of operation and the most recent reporting period
18. The requester has the right to contact the Procurement Procurement Procurement Organizer to clarify the request for proposals and to receive comprehensive information from the Procurement Procurement Organizer on the terms and conditions and procurement procedures (except for information that is confidential or trade secret).
19. The requester has the right to contact the Promoter to extend the deadline for submission.
20. Any legal or natural person, or association of such persons, can participate in the request for proposals procedure that is able to legally supply the products and perform the required work.
The Promoter notifies the winner of the contest by one of the following methods: by letter (by fax); by email; by telephone.
The Organizer reserves the right to choose the notification method.
The Promoter reserves the right not to explain to the other participants of the Request for Proposals its outcome.
The winner is sent an offer to conclude the contract within three days.
