Comments:
1) Requirements for participants:
The procurement participant must have full civil legal capacity to conclude and execute the contract based on the results of the procurement, including:
1. be registered as a legal entity in accordance with the procedure established in the Russian Federation (for Russian legal entities);
be registered as an individual entrepreneur in accordance with the procedure established in the Russian Federation (for Russian individual entrepreneurs);
be registered as a subject of civil law in accordance with the legislation of the state at the location (for foreign participants).
2. have the right to conduct business in accordance with the legislation of the Russian Federation (for Russian participants);
have the right to conduct business in accordance with the legislation of the state at the location of such a procurement participant and in accordance with the legislation of the Russian Federation (for foreign participants).
3. not to be in the process of liquidation (for a legal entity), not to be recognized as insolvent (bankrupt) by the decision of the arbitration court.
4. not to be an organization whose property, in the part necessary for the performance of the contract, has been seized by a court decision, an administrative body and (or) the activity of which has been suspended.
5. absence of arrears on taxes, fees, arrears on other mandatory payments to the budgets of the budgetary system of the Russian Federation.
6. must disclose information regarding the entire chain of ownership, including beneficiaries (including end users).
7. must have the appropriate permits for the types of activities, types of work required to fulfill the contract, certificates of membership in the SRO, the right to conclude which is the subject of this purchase.
8. the absence of information about the procurement participant in the registers of unscrupulous suppliers.

2) Requirements for the content, form, design and composition of the application.
1. Commercial offer, which should include:
1.1. Basis of delivery;
1.2. Place of equipment delivery, place of work execution/provision of services;
1.3. Delivery time/execution of works/provision of services;
1.4. The validity period of the application (at least 60 calendar days);
1.5. Contract currency/ Contract Price;
1.6. Payment terms;
1.7. Information about the security of the contract (subject to the amount of the advance over 10%);
1.8. Warranty obligations;
2. Technical proposal, which should include:
2.1. Full description of products, services, works;
2.2. Specifications of equipment and materials, proposed technical solutions, estimates, drawings, diagrams;
2.3. The name of the manufacturer and the country of origin of the goods.
3. Questionnaire
4. Consent to conclude a contract in the form of the Customer or a protocol of disagreements.
5. Reference list for the last 3 years on similar works with Customer contacts.
6. Estimated calculation.
7. Copies of state registration documents from the following:
for legal entities – a copy of an extract from the unified state register of legal entities (hereinafter - an extract from the Unified State Register of Legal Entities);
for individual entrepreneurs – a copy of an extract from the unified state register of individual entrepreneurs (hereinafter - an extract of the Unified State Register of Individual entrepreneurs).
8. A copy of the document confirming the authority of the person to sign the application to participate in the purchase on behalf of the participant of the purchase.
9. Copies of the constituent documents in the current version (for legal entities).
10. Application for the application of the simplified taxation system by the procurement participant (for procurement participants applying it).
11. Copies of licenses and certificates for activities related to the subject of the request for proposals; certificates of membership of a Participant in a self-regulating organization; certificates of admission to types of work issued by a self-regulating organization, if the type of activity related to the subject of the request for proposals, in accordance with the legislation of the Russian Federation, implies mandatory membership of a business entity or professional activities in a self-regulating organization; mandatory admission to work.

3) Additional information:
When choosing the winner, preferences are given to the Supplier who accepted the draft contract and the terms of payment of the Customer.
Subject to the establishment of the amount of the advance over 10%, the Supplier must provide in the application for the return of the advance in the form of a bank guarantee or transfer of funds to the Customer's settlement account.

The request is not an auction within the meaning of Articles 447 - 449.1 of the Civil Code of the Russian Federation. The request for prices / offers may be conducted for the purpose of market research without the subsequent conclusion of a Contract by the Customer based on the results of its conduct.
The Customer reserves the right to accept or reject any offer, or reject all offers at any time, up to the closing of the auction, does not bear any responsibility to the bidders to whom such action caused or could cause damage, and also does not bear any obligation to inform the bidders about the reasons for such actions.
"This procedure is not an auction within the meaning of Articles 447- 449 of the Civil Code of the Russian Federation. This request is not an offer, including within the meaning of Article 437 of the Civil Code of the Russian Federation. The Customer does not carry out the procedures associated with its procurement activities, as well as the procurement activity itself, in accordance with Federal Law No. 223-FZ of 18.07.2011 "On Procurement of Goods, Works, services by Certain Types of Legal Entities", Federal Law No. 44-FZ of 05.04.2013 "On the contract system in the procurement of goods, works, services to meet state and municipal needs."

Your organization independently bears all the costs associated with the preparation of the proposal. The customer is not responsible and is not liable for these costs, including not reimbursing these costs to the persons who carried them out, regardless of the nature of the procedure and the results of the procedure.
Your organization is prohibited from disclosing information, the disclosure of which contradicts federal laws, damages the legitimate commercial interests of the Customer and other participants in the procedure.
