The buyer pays the delivered Products in a non-cash form, within 60 days from the date of delivery of the Products to the warehouse.
The price should include the cost of the products and the delivery to the warehouse of the Buyer
Delivery terms:
The delivery of products must be carried out in one step according to the specification, if certain types of Products according to the specification have a delivery time of more than 30 days, then the delivery must be in accordance with the delivery schedule.

When delivering products, the Supplier must provide a set of documents, including: original invoice, commodity waybill, commodity waybill (TTN), railway receipt for cargo acceptance for carriage, passport (certificate) of quality according to ND requirements; if necessary, a certificate of compliance with the GOST R certification system, a permit for the application of GOST R, hygienic, environmental certificates and others, if this product is subject to the specified type of certification in accordance with the legislation of the Russian Federation, the standard of the enterprise for which the products are supplied (TU, STP, P.).
The supplier guarantees the quality of the delivered products in accordance with the current standards approved for this type of product. The supplier guarantees that the product is new, not repaired and has not previously been used.
Replacement of products is carried out by written approval on the official letterhead of the enterprise and sent to the e- address aleksandr.tsebinoga@mechel.com
Packaging, if any, should ensure complete safety and protect the product from damage during transportation and storage in accordance with applicable regulations.

1. The participant of the request for proposals must necessarily be the manufacturer or is the official dealer (representative) of the manufacturer. The dealer (representative) must submit documents confirming the status of the supplier as an official dealer (representative) of the manufacturer with all the warranty obligations of the manufacturer.
2. The participant of the request for proposals must have the necessary professional knowledge and work experience, have the resource capabilities (financial, material, technical, production, labor), managerial competence, positive reputation.
3. The participant of the request for proposals should not have losses for the last financial year and quarter (Form No. 2 "Profit and Loss Statement").
4. The participant of the request for proposals should not have a decision to suspend the activity adopted in the manner prescribed by the Code of the Russian Federation on Administrative Offenses as of the day of consideration of the Bid for participation in competitive negotiations.
5. The participant of the request for proposals should not have debts on accrued taxes, fees and other mandatory payments to budgets of any level or state extra-budgetary funds for past, completed reporting periods.
6. The participant of the request for proposals must have civil legal capacity in full for concluding and executing the Treaty.
7. The participant of the request for proposals should not be insolvent or bankrupt, be in the process of liquidation. The economic activity of the Participant shall not be suspended.
8. The participant must specify the manufacturer of the goods without fail, and also document this (providing copies of technical documentation for products - technical passports, certificates of conformity with the relevant confirmation of the marking of the goods).
9. The participant must specify the real delivery time in the commercial proposal (by selecting it as a separate column for each item).
10. The participant must specify the validity of the offer in the commercial offer.
11. For the participants of the request for proposals having contractual relations with Moskoks, it is obligatory to load documents strictly according to the List (attached);

1. Questionnaire of the Participant;
2. A copy of the current edition of the charter, signed by the head and sealed by the organization's seal (it is obligatory to make a date at the time of the certification of the copy of the charter on the title page);
3. Copy of the certificate of registration of a legal entity;
4. Extract from the Unified State Register of Legal Entities (not older than one month from the date of provision);
5. Copy of the certificate of registration with the tax authority;
6. Information about the proceedings in which (was) involved as a defendant in the last year;
7. Information about personnel and production opportunities;
8. Information on the existence of claims and orders from supervisory authorities for the last year (or lack thereof);
9. Certificate from the tax authorities on the existence / absence of tax debts;
10. Copies of documents confirming the election and appointment of a person acting on behalf of a legal entity without a power of attorney (order on appointment and protocol of the meeting of authorized bodies on election (appointment));
11. A copy of the power of attorney for the right to sign in the event that the documents are signed by the representative by proxy;
12. Consent to the processing of personal data of employees of the Member whose contact information is indicated in the Proposal
13. a copy of the decision on consent to a major transaction (if required in accordance with the statutory documents of the Participant and legislation), or (in the event that the transaction is not in accordance with the legislation for the Signatory a large) - a certificate (letter) in any form in which it should be indicated that such approval is not required, specifying the reasons;
14. a copy of the decision on consent to an interested party transaction (if required in accordance with the Charter documents of the Participant and legislation) or (in the event that the transaction is not a transaction of interest for the Participant) is a certificate (letter) in an arbitrary the form in which it should be indicated that such approval is not required, specifying the reasons;
15. copy of the agreement defining the rights and obligations of organizations that establish the leading organization in the relationship with the customer and the joint responsibility of organizations for the timely and full implementation of the Treaty (provided only by collective Participants)
16. Forms of annual financial statements for three years of activity with an audit report (if there are requirements for auditing in accordance with the law), balance sheet and income statement for the last reporting period with a note by the tax authority;
17. copies of balance sheets together with profit and loss statements with a tax inspection stamp for three years of activity and for the last reporting period
18. The participant of the request for proposals has the right to apply to the organizer of the procurement procedure with questions on clarifying the request for proposals, as well as to receive from the organizer comprehensive information on the conditions and procedure for the procurement (with the exception of information that is confidential or constitutes a commercial secret).
19. The participant of the request for proposals has the right to apply to the organizer with a proposal to extend the deadline for submitting applications.
20. Any legal or natural person, or an association of these persons, capable of legitimately supplying products and performing the required work, can participate in the procedure for requesting proposals.
The organizer notifies the winner of the contest about the results of the request for proposals in one of the ways: by letter (by fax); by email; by phone.
The organizer reserves the right to choose the method of notification.
The organizer reserves the right not to explain to the other participants of the request for proposals its results.
The winner is sent a proposal for a contract within three days.
