Payment terms:The Buyer pays for the delivered Products in a non-cash form, within 60 days from the date of delivery of the Products to the warehouse.

The price should include the cost of products and delivery to the Buyer's warehouse
Delivery terms:The delivery of products must be carried out in one stage according to the specification, if certain types of Products according to the specification have a delivery time of more than 30 days, then the delivery must be carried out in accordance with the delivery schedule.

When delivering products, the Supplier is obliged to provide a set of documents, including: originals of the invoice, consignment note, consignment note (TTN), railway receipt for acceptance of cargo for transportation, passport (certificate) of quality according to the requirements of ND; if necessary, certificate of conformity according to the GOST R certification system, permission to use GOST R, hygienic, environmental certificates and others, if this product is subject to the specified type of certification according to the legislation of the Russian Federation, the standard of the enterprise for which the products are supplied (TU, STP, etc.).


The supplier guarantees the quality of the supplied products in accordance with the applicable standards approved for this type of product. The supplier guarantees that the products are new, not restored and have not been used before.

Replacement of products is carried out by written approval on the official letterhead of the enterprise and sent to the e-mail address aleksandr.tsebinoga@mechel.com

Containers and packaging, if any, must ensure complete safety and protect products from damage during transportation and storage in accordance with applicable regulatory documents.

1. The Bidder of the request for proposals must necessarily be a manufacturer or is an official dealer (representative) of the manufacturer. The dealer (representative) must submit documents confirming the status of the supplier as an official dealer (representative) of the manufacturer with the preservation of all warranty obligations of the manufacturer.
2. The Bidder of the request for proposals must have the necessary professional knowledge and work experience, have resource capabilities (financial, logistical, production, labor), managerial competence, and a positive reputation.
3. The Bidder of the request for proposals should not have losses for the last financial year and quarter (Form No. 2 "Profit and loss statement").
4. The Bidder of the request for proposals shall not have a decision on suspension of activities adopted in accordance with the procedure provided for by the Code of Administrative Offences of the Russian Federation on the day of consideration of the Proposal to participate in competitive negotiations.
5. The Bidder of the request for proposals should not have arrears in accrued taxes, fees and other mandatory payments to budgets of any level or state extra-budgetary funds for the past, completed reporting periods.
6. The Bidder of the request for proposals must have full civil legal capacity to conclude and execute the Contract.
7. The Bidder of the request for proposals must not be insolvent or bankrupt, be in the process of liquidation. The Bidder's economic activity should not be suspended.
8. The Bidder must necessarily indicate the manufacturer of the goods, as well as document this (by providing copies of technical documentation for the products - technical passports, certificates of conformity with the appropriate confirmation of the marking of the goods).
9. The Bidder must indicate in the commercial offer the actual delivery time (highlighting it in a separate column for each item).
10. The Bidder must specify the validity period of the offer in the commercial offer.
11. For Bidders of the request for proposals who have contractual relations with Moskoks JSC, it is mandatory to upload documents strictly according to the List (attached);
11.1 List of uploaded documents in the following formats: (pdf, jpg):
1. Bidder's questionnaire;
2. A copy of the current version of the charter, signed by the head and sealed with the seal of the organization (be sure to put the date at the time of certification of the copy of the charter on the title page);
3. Copy of the certificate of registration of a legal entity;
4. Extract from the Unified State Register of Legal Entities (not older than one month from the date of submission);
5. Copy of the certificate of registration with the tax authority;
6. Information about the court proceedings in which the Bidder was (was) involved as a defendant over the past year;
7. Certificate of personnel and production capabilities;
8. Information on the existence of claims and instructions from the supervisory authorities for the last year (or lack thereof);
9. Certificate from the tax authorities on the presence /absence of arrears in tax payments;
10. Copies of documents confirming the election and appointment of a person acting on behalf of a legal entity without a power of attorney (appointment order and minutes of the meeting of authorized bodies on election (appointment));
11. A copy of the power of attorney for the right to sign if the documents are signed by a representative of the power of attorney;
12. Consent to the processing of personal data of the Bidder's employees, whose contact information is indicated in the Offer
13. a copy of the decision on consent to a major transaction (if required in accordance with the Bidder's statutory documents and legislation), or (if the transaction is not a major one for the Bidder according to legislation) – a certificate (letter) in any form, which should indicate that such approval is not required, with indicating the reasons;
14. a copy of the decision on consent to a related party transaction (if required in accordance with the Bidder's statutory documents and legislation), or (if the transaction, according to legislation, is not an interested party transaction for the Bidder) – a certificate (letter) in any form, in which it should be indicated, that such approval is not required, indicating the reasons;
15. a copy of the agreement defining the rights and obligations of organizations, establishing the leading organization in relations with the customer and the joint responsibility of organizations for the timely and complete execution of the Agreement (provided only by collective Bidders)
16. Forms of annual financial statements for three years of activity with an audit report (if there are requirements for conducting an audit in accordance with the law), balance sheet and profit and loss statement for the last reporting period with a mark of the tax authority;
17. copies of balance sheets together with profit and loss statements with a mark of the tax inspectorate for three years of activity and for the last reporting period

12. The Bidder of the request for proposals has the right to contact the organizer of the procurement procedure with questions about the clarification of the request for proposals, as well as to receive from the organizer comprehensive information on the terms and procedure of Call for Bidding (except for the information of a confidential nature or constituting a trade secret).
13. The Bidder of the request for proposals has the right to contact the organizer with a proposal to extend the deadline for submitting bids.
14. Any legal entity or individual, or an association of these persons, capable of legally supplying products and performing the required work, may participate in the request for proposals procedure.
The organizer notifies the winner of the contest about the results of the request for proposals in one of the following ways: by letter (by fax); by e-mail; by phone.
The organizer reserves the right to choose the notification method.
The organizer reserves the right not to explain the results of the request for proposals to the other Bidders.
An offer to conclude a contract is sent to the winner within three days.

JSC "Moskoks" draws your attention to the fact that this request for proposals is not a Bid Notice of a public offer and is not binding for JSC "Moskoks", JSC "Moskoks" has the right to refuse all received offers for any reason. In case of refusal of all received offers, Moskoks JSC will not bear any property and/or other liability to the persons who sent commercial offers for delivery (including Moskoks JSC will not bear any obligations to compensate for losses, penalties and/or payments, other payments in favor of persons, who sent commercial offers).
