Bidding initiator has set a restriction on submission of a bid with a price which is higher than the price of the previous bid submitted by the bidder. Once the bid is submitted, the stated price can not be increased.

Ranking of bids
In the course of bidding, a price-based rank (position) shall be assigned to a quotation.
Assignment of the 1st rank (position) to a bid does not imply the bidder's winning, but enhances the bid's preferability for the Buyer when selecting the winner, all other factors being equal.

Auto-extension
If within the last 30 minutes of bid submission period a new bid is submitted, then bid submission deadline will automatically be extended by 30 minutes from the time the last bid is submitted.
In calls for bids with bids ranking, bid submission deadline will automatically be extended in the same manner if the rank of a bidder changes.

Payment terms:Prepayment of 50% upon signing the contract, 30% upon completion of the order in production, 20% upon receipt of the goods at the Buyer's warehouse.
A different payment procedure proposed by the Supplier directly affects the decision by the Buyer to choose the Supplier.
Delivery terms:1. Delivery is carried out in a single lot, without the possibility of submitting proposals in terms of the total volume of the purchase.
2. The cost of products includes all possible costs of the Supplier associated with the manufacture and delivery of goods to the Buyer's warehouse.
3. Conditions for filing an application: indicate the cost of products in the Buyer's form, additionally (obligatory) attach to the procedure a commercial offer with a price, deadline for the provision of samples, production time, on the letterhead of the organization with the seal and signature of an authorized person.
4. At the first stage: upon the received offers and on the basis of the selected Supplier (s), the obligatory provision of:
a) Constituent documents, portfolio and description of the Supplier's organization, incl. work experience, availability of production (address of location) allowing to fulfill this order. The buyer has the right to come to the production site to evaluate the information provided.
b) Providing samples of raw materials (fabrics, threads, accessories, etc.), upon request for agreement with the Buyer.
4. At the second stage: the Buyer makes decisions on the choice of the Supplier (based on clause 4, a, b)
5. The term of production of goods is not more than 30 calendar days from the date of conclusion of the contract.
6. Place of acceptance of goods by the Buyer: Moscow, Murmanskiy proezd (the Buyer has the right to change the place of acceptance within the boundaries of Moscow)

Comments:
This procedure is not a competition, its implementation is not regulated by Articles 447 - 449 of Part 1 of the Civil Code of the Russian Federation. This procedure is also not a public tender and is not governed by Articles 1057 - 1061 of Part Two of the Civil Code of the Russian Federation. Thus, this procedure does not impose an appropriate volume of civil obligations on the Organizer.
Venue of bidding:This call for bids is held in electronic form on the e-marketplace of B2B-Center group (www.b2b-center.ru). Bids shall be submitted in the form of e-document.
