Comments: this procedure of request for proposals is not a contest and it is not regulated by articles 447 – 449 of the first part of the Civil Code of the Russian Federation. This RFP procedure is not a public tender and is not subject to Articles 1057-1061, Part 2, of the Civil Code of the Russian Federation. Thus, this procedure of request for proposals does not impose on the customer the corresponding volume of civil obligations.
In accordance with the resolution of the Government of the Russian Federation of September 16, 2016, № 925 establishes the priority of goods of Russian origin, works, services performed by Russian persons in relation to goods originating from Foreign State, works, services performed by foreign persons.
The purchase is carried out in electronic form (the application of the participant is provided only electronically through the functional of the ETP. The participant's application on paper is not provided)
Information about the purchase is available on the official website of the Russian Federation – Www.zakupki.gov.ru, on the electronic trading platform B2B-CENTER (www. B2B-center.ru), as well as on the customer's website at: Www.te.ru is available in the Procurement Section and is free of charge.
Detailed information with indication of quantity of delivered goods, volume of performed works, rendered services is specified in Appendix № 1 to the Procurement Documentation "Technical specification".
The terms of the contract concluded according to the purchase results are specified in Appendix № 2 to the procurement documentation "draft contract".
Before the final determination of the winner, the purchase organizer has the right to require any bidder to confirm its compliance with qualifying requirements. Confirmation of eligibility of the participant is carried out according to the criteria specified in the procurement documentation. Confirmation of eligibility of the participant can be carried out both by all criteria and selectively. The refusal of the participant from this procedure may be regarded by the Procurement Commission as providing knowingly false information. A non-compliant purchase request will be rejected.
The purchase organizer has the right to refuse to carry out the purchase at any time before signing the protocol on the results of the purchase, without incurring any liability to the purchase participants or third parties to whom such action may bring losses.

This call for bids is held in electronic form on the e-marketplace of B2B-Center group (www.b2b-center.ru). Bids shall be submitted in the form of e-document.
