The procedure of request for proposals is not a contest (form of bidding), provided by article 447-449 of the RUSSIAN CIVIL code.

Procedure and conditions of participation in the request for proposals

The request for proposals will be made in the form of a request for proposals according to the specification (annex № 1). Participation in these tenders is gratuitous.

Stage № 1: will be conducted in the form of an open request for proposals according to the request-specification (annex № 1), set the initial bidding rates; No special offers are allowed to be made by participants; The participants of the same bets on the lot are allowed.

PLEASE NOTE: Participants are not entitled to bid higher than specified in the application-specification. The participants must confirm the bids according to the request-specification or give the maximum possible reduction from the announced rates.

The request for proposals will be held from 23.04.2019 to 06.05.2019 until 17:00 (Moscow time) with possible renewals after the end of the main time in accordance with the bidding rules (annex № 2).
To participate in this stage you need to send:
• Regulation of the first stage of trading in PDF format with the signature and seal of the organization uploading documents to the ETP (Appendix № 2);
• Application-Specification in PDF and XL format with signature and stamp of the organization uploading documents to the ETP (appendix № 1);
• Readiness to work under the contract without changes in the terms of the contract in the form of an official letter in free form on the company letterhead in PDF format with the signature and seal of the organization uploading documents to the ETP;
• form of the participant in Excel and PDF formats with the signature and stamp of the organization uploading documents to the ETP;
• Counterparty Card (appendix 3) in Excel and PDF format with the signature and seal of the Organization by uploading documents to the ETP;
• If the company is on the simplified system of taxation, it is necessary to send the confirming document uploading documents to the ETP;


Correction of documentation Forms (adding/deleting lines, changing the wording) the participants are not allowed.
