Comments: This procedure of price request is not a contest and it is not regulated by articles 447 – 449 of the first part of the Civil Code of the Russian Federation. Thus, this RFP procedure does not impose the corresponding amount of civil and legal obligations on the Customer.

Before final determination of the winner the organizer has the right to demand from any participant to confirm its compliance with qualification requirements. Confirmation of eligibility of the participant is carried out according to the criteria specified in the procurement documentation. Confirmation of eligibility of the participant can be carried out both by all criteria and selectively. The refusal of the participant from this procedure may be considered by the Purchasing Commission as providing knowingly false information. A non-compliant participant's application will be rejected.
