Comments: This price request procedure is not a contest and is not regulated by articles 447 to 449 of the first Civil Code of the Russian Federation. This price inquiry procedure is also not a public competition and is not regulated by articles 1057-1061 of the second Civil Code of the Russian Federation. Thus, this RFP procedure does not impose the corresponding amount of civil and legal obligations on the Customer.
The participant is obliged to declare in the application about conformity to the criteria of attribution to subjects of small and medium business in accordance with art. 4 of the Federal Law of the Russian Federation from 24.07.2007 G. № 209-fz.
The participant must have the full civil capacity for the conclusion and execution of the Contract.
Procurement participants must meet the requirements of the legislation of the Russian Federation to the persons carrying out the works, which are the subject of procurement, including the requirements set out in the procurement documentation for Open № 712838.
Any legal, physical person, including individual entrepreneur can participate in the Purchase.
The purchase is carried out in electronic form (the application of the participant is provided only in electronic form through the functionality of the electronic trading. The Participant's application on paper is not provided)
The customer has the right to refuse to request a price at any stage, without incurring any liability to the bidders or third parties, to whom such action may bring losses.
Detailed information with indication of quantity of delivered goods, volume of performed works, rendered services is specified in Appendix № 1 to purchase documentation "specification".
The terms of the contract concluded on the results of the purchase are specified in Appendix № 2 to the procurement documentation "draft AGREEMENT".

Before the final determination of the winner the organizer has the right to demand from any participant confirmation of his/her compliance with the qualification Requirements. Confirmation of eligibility of the participant is carried out according to the criteria specified in the purchase Documentation. Confirmation of eligibility of the participant to qualifying requirements can be carried out both on all criteria, and selectively. A participant's refusal from this procedure may be regarded by the purchasing Commission as providing false Information. The application of the Non-compliant participant will be Rejected.
