Prior to the expiration of the deadline for submitting bids for participation in the request for proposals, the Seller has the right to make changes to the Bid Notice, including extending the deadline for submitting bids. This request for proposals is not a competitive bidding process (tender, auction) or public tender in accordance with Articles 447-449, 1057-1061 of the Civil Code of the Russian Federation, and does not impose obligations on the Seller established by these articles of the Civil Code of the Russian Federation.
