This RFP procedure does not constitute an offer, an invitation to make offers, acceptance of offer or an invitation to participate in the bidding, and is not subject to Articles 447-449 of the Civil Code of the Russian Federation. The Customer shall not also bear an indemnity obligation to the Participants or the third parties for any losses related to their participation in this RFP procedure. Bidding organizer has the right to hold the second stage (re-bidding) in case the results of the first stage are not satisfactory. Not more than 30% of the participants offering the best prices will be allowed to participate in rebidding. Winning shall be deemed a bid offering the best conditions in compliance with RFP requirements and criteria.
