Two-stage purchase procedure
The procedure is held in two stages. At Stage 1 the bidders need to upload the file with the proposal based on requirements specified in the documentation for prequalification of bidders. On the basis of received proposals the organizer makes decision on allowing to the bidders access to the next stage (Stage 2).

Payment terms:At the conclusion of the general contract: The amount of the advance payment: 1. Up to 50% of the planned quarterly set of works for the Call for Bidding of goods supplied by the UTNS through the Central Bank with repayment during the quarter. 2. Up to 20% of the planned monthly set of works in cash with repayment due to completed volumes in the reporting month.
When entering into a subcontracting agreement with Tatneft-Engineering LLC: The amount of the advance is not more than 30% of the cost of the upcoming monthly amount of work/services.
Settlements under the Contract are made by the Customer by transferring funds to the Contractor's current account / Contractor on the first working Tuesday or Thursday (whichever comes first) after 10 calendar days from the date of signing by both parties of the UPD (basic conditions), subject to timely submission of an invoice for an advance payment. The winner is selected by bringing prices with different payment terms to the same conditions using a financial calculator (Appendix 8. "Financial Documents"), taking into account economic feasibility.
