Payment terms:
Advance payment is not provided, payment is made monthly upon the provision of services, with a deferred payment of at least 30 calendar days and no more than 40 calendar days.
Comments: The participant of the procurement procedure must
meet the following requirements:
1. The absence of
lawsuits from the Participant of the procurement
procedure for the amount of claims against the
latter exceeding 25% of the company's equity
(confirmed by the declaration of compliance with
the established requirements by filling in and
submitting the form "Declaration of the
Participant of the procurement procedure on
compliance with the established requirements" as
part of the application for participation);
2.
Failure to liquidate a Participant in the
procurement procedure - a legal entity and the
absence of a decision of the arbitration court on
the recognition of a participant in the
procurement - a legal entity or an individual
entrepreneur as insolvent (bankrupt) and on the
opening of bankruptcy proceedings (confirmed by
the declaration of compliance with the established
requirements by filling in and providing the form
"Declaration of a Participant in the procurement
procedure on compliance with the established
requirements" as part of the application for
participation);
3. Non-suspension of the
activities of a Participant in the procurement
procedure in accordance with the procedure
established by the Code of Administrative Offences
of the Russian Federation on the day of filing an
application for participation in procurement
(confirmed by the declaration of compliance with
the established requirements by filling in and
providing the form "Declaration of a Participant
in the procurement procedure on compliance with
the established requirements" as part of the
application for participation);
4. The Participant
of the procurement procedure has no overdue
arrears on accrued taxes, insurance premiums, fees
and other mandatory payments to budgets of any
level or state extra-budgetary funds for the last
completed reporting period, the amount of which
exceeds 25% of the book value of the assets of the
participant of the procurement according to
accounting statements for the corresponding
period. The procurement participant is considered
to comply with the established requirement if he
appeals against the existence of the specified
debt in accordance with the legislation of the
Russian Federation and the decision on such a
complaint has not been made on the day of
consideration of the application for participation
in the Request (confirmed by the declaration of
compliance with the established requirements by
filling in and providing the form "Declaration of
a Participant in the procurement procedure on
compliance with the established requirements

5. The absence of information
about the Participant in the procurement procedure
in the register of unscrupulous suppliers provided
for in Article 5 of Federal Law No. 223-FZ and
(or) in the register of unscrupulous suppliers
provided for by Federal Law No. 44-FZ (confirmed
by the declaration of compliance with the
established requirements by filling in and
submitting the form "Declaration of a Participant
in the procurement procedure on compliance with
the established requirements");
6. Absence at the
time of the procurement of court decisions that
have entered into force and have not been executed
on improper fulfillment by the Participant of the
procurement procedure of obligations under
contracts (contracts) for the supply of goods,
performance of works, provision of services of the
same name to the purchased goods, works, services
(confirmed by declaration of compliance with the
established requirements by filling in and
providing a form as part of the application for
participation "Declaration of the Participant of
the procurement procedure on compliance with the
established requirements");
7. The participant in
the procurement procedure is not a person whose
place of registration, or place of residence, or
place of tax residence is a state or territory
included in the list of states and territories
approved by the Ministry of Finance of the Russian
Federation in accordance with subparagraph 1 of
paragraph 3 of Article 284 of the Tax Code of the
Russian Federation (confirmed by a declaration of
compliance with the established requirements by
filling in and by providing the form "Declaration
of the Participant of the procurement procedure on
compliance with the established requirements" as
part of the application for participation);
8.
Procurement participant - a legal entity that has
not been brought to administrative responsibility
for committing an administrative offense under
Article 19.28 of the Code of Administrative
Offenses of the Russian Federation (illegal
remuneration on behalf of a legal entity) within
two years prior to submitting an application for
participation in the procurement (confirmed by
declaring compliance with the established
requirements by filling in and providing the
composition of the application for participation
of the form "Declaration of the Participant of the
procurement procedure on compliance with the
established requirements");
9. The participant
of the procurement procedure - an individual or
the head, members of the collegial executive body,
the person performing the functions of the sole
executive body, or the chief accountant of the
legal entity participating in the procurement has
no outstanding or not removed convictions for
crimes in the field of economics and (or) crimes
provided for in articles 289, 290, 291, 291.1 The
Criminal Code of the Russian Federation, as well
as the non-application of administrative
punishment in the form of disqualification and
punishment in the form of deprivation of the right
to hold certain positions or engage in certain
activities related to the supply of goods,
performance of work, provision of services that
are the object of procurement (confirmed by the
declaration of compliance with the established

of the application for participation in the form

10. Absence of a conflict of
interest between the Participant of the
procurement procedure and the Customer, which
means cases in which the head of the customer, a
member of the expert group, a member of the
procurement commission, a person responsible for
organizing the procurement procedure, are married
to individuals who are beneficiaries, the sole
executive body of the business company (director,
CEO, managing director, president and others),
members of the collegial executive body of a
business company, the head (director, general
director) of an institution or unitary enterprise
or other management bodies of legal entities
participating in the procurement, with
individuals, including those registered as an
individual entrepreneur, participating in the
procurement or are close relatives (relatives in a
direct ascending and descending line (parents and
children, grandparents and grandchildren), full-
and incomplete (having a common father or mother)
brothers and sisters), adoptive parents or adopted
children of these individuals (confirmed by
declaration of compliance with the established
requirements by filling in and providing the form
"Declaration of the Participant of the procurement
procedure on compliance with the established
requirements" as part of the application for
participation");
11. The period of state
registration of a Participant in the procurement
procedure before submitting an application for
participation in the procurement procedure must be
at least one calendar year (12 months) (confirmed
by information from the Extract of the Unified
State Register of Legal Entities provided as part
of the application for participation).
Other
requirements 1. The participant must have
confirmed work experience in the types of services
specified in the Terms of Reference in the market
of contextual advertising with hotel business
facilities, aesthetic medicine clinics, fitness
industry facilities for the last 2 (two) calendar
years prior to the date of publication of the
procurement procedure (confirmed by the completed
form provided as part of the application for
participation "Information about the experience of
providing services");
2. The participant must
confirm the availability of qualified labor
resources, including certified specialists for
timely and high-quality fulfillment of obligations
under the contract (confirmed by filling in and
providing the "Information on human Resources"
form as part of the application for participation,
copies of certificates of specialists);
3. The
participant must confirm the experience of working
with advertising budgets from 500,000 rubles
/month. for one client – at least 2 (two) years
(confirmed by the completed form "Information
about the experience of providing services"
provided as part of the application for
participation);
4. The participant must confirm
the availability of partner certificates from the
agency from the Yandex key platform (confirmed by
a scanned copy of the certificates provided as
part of the application for participation);
5.
The participant must confirm the existence of
national awards (Tagline, Effie, Silver Mercury,
Webby) for projects in the field of medicine,
sports, hotel business (confirmed by a scanned
copy of the diploma provided as part of the
application for participation and a link to the
award website).
In case of non-compliance with
the above requirements, your application for
participation in the tender procedure will be
rejected.
The procurement procedure is an
internal procedure for the selection of Suppliers
by the Company and should not be considered as a
tender in the sense of Articles 447-449 of the
Civil Code of the Russian Federation, and also is
not a public tender, which is regulated by Chapter
57 of the Civil Code of the Russian
Federation.
Zapolyarye Sanatorium LLC reserves the
right at any time to refuse to continue conducting
this Procurement Procedure, to change the terms of
its conduct, as well as to refuse to conclude a
contract with a Supplier whose offer is recognized
as the best according to the results of the
procurement procedure.
At the same time, any costs
associated with participation in the procurement
procedure are borne by the participant
independently, these costs are not reimbursed by
Zapolyarye Sanatorium LLC under any circumstances.

This call for bids is held in electronic form on the e-marketplace of B2B-Center group (www.b2b-center.ru). Bids shall be submitted in the form of e-document.
