3. This PCO is carried out for the purpose of requesting information from market participants about the experience of performing similar works and does not entail obligations to the Bank to conclude contracts with participants.

Format of proposals submitted by participants - presentation with technical description of the solution (composition of software modules and component and their functional description, upper level architecture solutions), basic price level for software modules and licenses, table of compliance with the provided system requirements according to Form #3
5. Information received from PCO participants can be used to prepare procurement documentation as well as to form a list of potential counterparties.
6. This procedure is not a contest, its conduct is not regulated by articles 447 — 449 of part one of the Civil Code of the Russian Federation. This RFP procedure is also not a public auction and is not subject to Articles 1057-1061, Part II, of the Civil Code of the Russian Federation. Thus, this RFP procedure does not impose the corresponding amount of civil and legal obligations on the Customer.
