This request for proposals is not a bidding (competition or auction), and its conduct is not governed by articles 447-449 of the first part of the Civil Code of the Russian Federation, paragraph 2 of Art. 3 of the Federal Law of July 18, 2011 No. 223-FZ "On the procurement of goods, works, services by certain types of legal entities". The organizer has the right to refuse all received applications for any reason or to terminate the procedure for requesting proposals at any time (up to the time of conclusion of the Agreement) without bearing any responsibility to the Participants.
