Comments:
The ongoing request for proposals is not a competition, and its conduct is not regulated by Articles 447-449 of Part one of the Civil Code of the Russian Federation. This request for proposals procedure is also not a public tender and is not regulated by Articles 1057-1065 of Part Two of the Civil Code of the Russian Federation. Thus, this request for proposals procedure does not impose an appropriate amount of civil obligations on the Organizer.

The published Notice, together with its integral annex - this Documentation, is an invitation to make offers and should be considered by the Participants with this in mind.

The Participant's proposal has the legal status of an offer and will be considered by the Organizer in accordance with this, however, the Organizer reserves the right to allow or invite Participants to make changes to their Proposals as the stages of the request for proposals are carried out. The Organizer reserves the right at the last (final) stage of the request for proposals to establish that the Proposals of the Participants submitted at this stage should be of the nature of a firm offer, not subject to further change.
Venue of bidding:This call for bids is held in electronic form on the e-marketplace of B2B-Center group (www.b2b-center.ru). Bids shall be submitted in the form of e-document.
