Two-stage purchase procedure
The procedure is held in two stages. At Stage 1 the bidders need to upload the file with the proposal based on requirements specified in the documentation for prequalification of bidders. Payment terms:
Basic terms of payment:
- advance payment - 0%;
- the first payment (90%) of the value of the goods is paid by the Buyer by bank transfer to the Supplier's current account on the first working Tuesday or Thursday (whichever comes first) after 60 (sixty) calendar days from the date of acceptance by the Buyer of the delivered Goods in full (in the Buyer's warehouse);
- the second payment (10%) of the cost of the goods is paid by the Buyer by bank transfer to the Supplier's current account after the Buyer accepts the delivered Goods in full (in the Buyer's warehouse), on the first working Tuesday or Thursday (whichever comes first) after 60 (sixty) calendar days from the date of the Guarantee, issued for the warranty period according to the draft contract.
Note: The Call for Bid Bidder has the right to submit, along with the main one, an alternative offer providing for the payment of an advance.
At the same time, in the commercial offer, the Bidder must explicitly indicate:
- the price of the main/basic offer (without advance payment);
- the amount of discount (in percent) to the main/basic offer, for which the Bidder is willing to reduce the contract price subject to payment of an advance (under a bank guarantee);
- the amount of the advance payment (under a bank guarantee).
In order to compare all offers (both basic/basic and alternative), the Call for Bidding Organizer calculates the reduction of prices to uniform payment conditions using a financial calculator. The provision of a discount for an advance is a prerequisite for considering an alternative offer.
