Two-stage purchase procedure

Payment terms:
Basic (preferred) payment procedure:
- advance payment - 0%;
- the first payment (90%) of the value of the Goods specified in the relevant Specification is paid by the Buyer by bank transfer to the Supplier's current account on the first working Tuesday or Thursday (whichever comes first) after 60 (sixty) calendar days from the date of acceptance by the Buyer of the delivered Goods in full, agreed by the Parties in the relevant specification, according to the set of invoice and invoice in the form of COMPETITIVE BIDDING PROCESS-12, or according to the UPD (according to the forms specified in clauses 2.3, 2.5 of the contract layout);
- the second payment (10%) of the total cost of the Contract is paid by the Buyer after the Goods are accepted in full and the CMP and NDP are carried out, based on the UPD (according to the forms specified in clauses 2.3, 2.5 of the contract layout), on the first working Tuesday or Thursday (whichever comes first) after the expiration of 30 calendar days from the latest date of receipt by the Buyer of the following documents: Guarantee 2, provided by the Supplier in the manner and on the terms specified in clause 4.4 of the contract layout, for the amount of the Third payment; Supplier's invoice, corresponding to the terms of this Agreement and the requirements of the current legislation of the Russian Federation, for the amount of the Third payment.
The Call for Bid Bidder has the right to submit, along with the main one, an alternative offer providing for the payment of an advance payment (under a bank guarantee).
At the same time, in the commercial offer, the Bidder must explicitly indicate:
- the price of the main offer (without advance payment);
- the amount of discount (as a percentage) to the main offer, for which the Bidder is ready to reduce the contract price subject to payment of an advance (under a bank guarantee);
- the amount of the advance payment (in percent).
In order to compare all offers (both basic and alternative), the Call for Bidding Organizer calculates the reduction of prices to uniform payment conditions using a financial calculator (8. Additional documentation). The provision of a discount for an advance is a prerequisite for considering an alternative offer.
