1. Please ask all questions about the procedure using the ETP functionality (requests for clarification).
2. Participants in this procedure MUST attach the applicant's APPLICATION and APPLICATION documents to their electronic proposals at the same time as the proposal is submitted and file in the form of a scanned copy of its offer (specifying the timing of the service) signed by the authorized person and certified by the organization participating in the procedure the letterhead of his organization. If a participant fails or improperly complies with this requirement, the Procedure Organizer reserves the right not to consider that participant's proposal.

Note: This Request for Proposals is not a notice of a competition (public tender) or a public offer and is not governed by Art. 447 — 449 Part 1 of the Civil Code of the Russian Federation, Article 1057 — 1061 Part 2 of the Civil Code of the Russian Federation. Therefore, this procedure does not impose an appropriate amount of civil liability on the Organizer and reserves the right to withdraw all Proposals received for any Proposals received cause or terminate the selection process at any time without incurring any liability to Participants
