Requirements to the bidders:
Bidders who have offered the best conditions for the performance of the Contract and meet the following requirements may claim to win the tender:
a) compliance of the Bidder with the requirements established in accordance with the legislation of the Russian Federation for persons performing the obligations that are the subject of the Contract, including the availability of a license for the right to carry out insurance activities in accordance with the subject of the Contract;
b) failure to liquidate the Bidder – a legal entity and the absence of a decision of the arbitration court to declare the Bidder – a legal entity bankrupt and to open bankruptcy proceedings;
c) non-suspension of the Bidder's activities in accordance with the procedure provided for by the Code of Administrative Offences of the Russian Federation as of the date of submission of the Tender Bid;
d) submission of the information provided for in clause 5.1.4 of the Tender documentation;
e) the Bidder has no arrears in taxes, fees, arrears in other mandatory payments to the budgets of the budgetary system of the Russian Federation (except for the amounts for which a deferral, installment, investment tax credit has been granted in accordance with the legislation of the Russian Federation on taxes and fees, which have been restructured in accordance with the legislation of the Russian Federation, for which there is a court decision that has entered into legal force on recognizing the applicant's obligation to pay these amounts fulfilled or which are recognized as uncollectible in accordance with the legislation of the Russian Federation on taxes and fees) for the past calendar year, the amount of which exceeds 25% (Twenty-five percent) of the book value of the assets of the Bidder, according to the accounting statements for the last the reporting period. The Bidder shall be deemed to comply with the established requirement if, in accordance with the established procedure, he has filed an application to appeal the said arrears, arrears and the decision on such application as of the date of Bid evaluation for participation in the determination of the supplier (contractor, contractor) has not been made;

i) the absence of information about the Bidder in the register of foreign agents provided for by Federal Law No. 255-FZ dated 07/14/2022 "On Control over the Activities of Persons under Foreign Influence".

Contract conclusion date:

The contract is concluded in writing by drawing up one document signed by the parties.
