Requirements to the bidders:
Any legal entity or individual entrepreneur may be the participant of the competition. A winner will be selected from the Bidders offering the best contract performance conditions and complying with the following requirements:
a) Compliance of the Participant to the requirements established in accordance with the legislation of the Russian Federation to persons carrying out the fulfillment of obligations which are the subject of the Agreement, number of availability of licenses:
1) Federal Service for Technical and Export Control (hereinafter referred to as FSTEC of Russia) for activities for technical protection of confidential information issued in accordance with the Government's resolution of the Russian Federation of 03.02.2012 № 79 "On licensing of activities for technical protection of confidential information", for works and services for design in protected execution: means and Informatization systems;
2) FSTEC of Russia on activities for development and production of means of protection of confidential information issued in accordance with the Resolution of the Government of the Russian Federation of 03.03.2012 № 171 "About licensing activities for the development and production of means of protection of confidential information", for the following type of work and services:
- development of means of protection of confidential information: technical means of protection of information; secure technical means of processing of information; software (software and technical) means of protection information; secure software (software and technical) means of processing information; $
b) Bidder's not being winded-up and not being adjudged a bankrupt and no court-ordered bankruptcy proceedings started;
c) non-suspension of the Bidder's business activities in accordance with the procedure specified in Administrative Offences Code of the Russian Federation, as of the bid submission date;
d) presentation of the information provided for in paragraph 5.1.4 of the Competition documentation;
e) absence of arrears of taxes and other mandatory payments payable to any authority of the Russian budget system (except for the payments for which deferral, payment by installments or investments tax credit granted according to the Russian tax legislation and which are restructured under the Russian legislation, or for which there is an effective court decision recognizing the applicant's payment obligations fulfilled or the sums in question non-recoverable according to the Russian tax legislation) over the past calendar year, of which the amount exceeds twenty five per cent of the book value of the bidder's assets as stated in the accounting statements over the last reporting period. A Bidder shall be deemed complying with this requirement also in case a bidder has duly appealed against the said arrears and decision on such appeal has not been made yet as of bids examination date;
(e) The absence in the register of unscrupulous suppliers (contractors, performers) information about the Participant, including information about the founders, members of the collegiate executive body, person acting as the sole executive body of the Competition Participant — a legal entity;
g) absence of the participant of the contest — an individual or the head, members of the collegiate executive body or the chief accountant of the legal entity — the participant of the contest of criminal records for crimes in the sphere of the economy (except for persons whose criminal record has been extinguished or removed), as well as the non-application of punishment against these individuals in the form of deprivation of the right to occupy certain positions or to engage in certain activities related to the supply of goods, the performance of work, the provision of services subject to the procurement and the administrative punishment in the form of disqualification.

Contract conclusion date:
The contract on the results of the competition between the Customer and the Winner of the competition is concluded not earlier than 10 (Ten) days and not later than 20 (Twenty) days from the date of placement in a single information system of final protocol drawn up by the results of the competition.
The contract shall be concluded in writing by executing a sinlge document signed by the parties.
