This purchase takes place in two phases to determine the best way to meet Customer's needs by obtaining and reviewing the first phase of preliminary Parties' proposals for the equipment supplied, followed by the formation of final equipment requirements and the terms of the Treaty under which the second phase of the procurement is carried out.
