Comments: this procedure the request for proposals is not a contest, and it is not governed by articles 447-449 of the first part of the Civil Code of the Russian Federation. This RFP procedure is not a public tender and is not subject to Articles 1057-1065, Part 2, of the Civil Code of the Russian Federation. Thus, this RFP procedure does not impose the corresponding amount of civil and legal obligations on the Customer.
