Two-stage purchase procedure
The procedure is held in two stages. At Stage 1 the bidders need to upload the file with the proposal based on requirements specified in the documentation for prequalification of bidders. On the basis of received proposals the organizer makes decision on allowing to the bidders access to the next stage (Stage 2).

Payment terms:Settlements under the Contract are made by the Customer by transferring funds to the Contractor's current account / Contractor on the first working Tuesday or Thursday (whichever comes first) after 60 calendar days (basic conditions) from the date of signing by both parties of the UPD/Act and invoice (basic conditions). The Bidder at the tender can offer a discount for reducing the deferral of payment to 30 calendar days.
If the annual amount of Call for Bids is less than 24 million rubles (including VAT), there is support for small and medium-sized businesses (SMEs). If the difference between the best price offer and the offer of an SME entity is no more than 10%, the SME entity is recognized as the winner
