Only local partners of international advertising holdings or local direct performers (residents of Azerbaijan) who have experience in conducting large advertising campaigns for large advertisers in Russia, who do not have competing companies in their client portfolio, are allowed to participate in this tender. Companies located in other countries are not allowed to participate in the tender.
