Bidding initiator has set a restriction on submission of a bid with a price which is higher than the price of the previous bid submitted by the bidder. Once the bid is submitted, the stated price can not be increased.

Two-stage purchase procedure
The procedure is held in two stages. At Stage 1 the bidders need to upload the file with the proposal based on requirements specified in the documentation for prequalification of bidders. On the basis of received proposals the organizer makes decision on allowing to the bidders access to the next stage (Stage 2).

The tender procedure is carried out in 2 stages.
Stage 1: it is necessary to fill out the Technical and Commercial Proposal form (attached to the bidding documentation) and upload via the B2B-Center Platform excel and scan formats (certified by the signature of the Director General and the seal of the organization).

Companies that have submitted Commercial Proposals that meet the requirements of the Terms of Reference and have been accredited by FGC will be admitted to the 2nd stage. (https://fsk.ru/about/tenders). It is necessary to fill in the prices for the B2B-Center Platform and DOWNLOAD the updated Technical and Commercial Proposal form (attached to the bid documentation) in excel and scan formats (certified by the signature of the Director General and the seal of the organization). Proposals without uploaded Technical and Commercial Proposal files will NOT be considered.

1. The price fixing is a prerequisite for the tender.
2. A prerequisite for the tender is the availability of valid accreditation of the FGC Group of Companies.
For accreditation it is necessary to upload documents on the website https://fsk.ru/about/tenders and notify in the body of the e-mail about the fact of uploading documents to the e-mail: SmirnovaMV@fsk.ru indicating the company's INN.
3. The cost should be indicated in the offer, including all necessary costs for performing a full range of works, including VAT and delivery to the facility.
4. In the absence of a contract and consent to sign the attached form of the FGC contract, it is necessary to enclose your Protocol of disagreement when submitting a commercial offer.
5. We would like to draw your attention to the fact that the procedures conducted by the Call for Bidding Department of FGC Group LLC on the B2B platform are carried out on the basis of a request for proposals: according to the system regulations, the Bidder who meets the requirements of the request for proposals and offers the best conditions for the execution of the contract according to the set of criteria established by the documentation of this request for proposals becomes the winner of the request for proposals. (Regulations of the B2B-Center Platform System, Chapter 8, clause 8.10.1)
Venue of bidding:This call for bids is held in electronic form on the e-marketplace of B2B-Center group (www.b2b-center.ru). Bids shall be submitted in the form of e-document.
