Two-stage purchase procedure
The procedure is held in two stages. At Stage 1 the bidders need to upload the file with the proposal based on requirements specified in the documentation for prequalification of bidders. On the basis of received proposals the organizer makes decision on allowing to the bidders access to the next stage (Stage 2).

Dear participants!
The procedure will take place in several stages:
1. The first stage is Prequalification: to participate, you must provide a portfolio (agency experience, services provided, a team, interesting cases, experience working with the sports industry and BC), a commercial offer in the form of an agency indicating the costs of works and services according to the TOR. It is mandatory to specify the terms of implementation in the KP. Commercial proposals are necessary for the formation of the preliminary budget of the project and the form of the KP.
2. After the prequalification stage, a pool of participants will be formed to be invited to the second stage.
3. The main requirements for prequalification participants are specified in the TOR .
4. In the second stage, participants at the ETP will be given access to an additional package of procurement documentation (a more detailed TOR, KP according to the Customer's form).
5. Additionally, online meetings will be organized for the presentation of their portfolios (if necessary).
6. Questions about the tender task are accepted through the Explanation form " on the B2B-Center ETP.
7. The terms of the purchase can be adjusted upwards. The approximate deadline for concluding a contract with the winner is until the end of September 2021.
Venue of bidding:This call for bids is held in electronic form on the e-marketplace of B2B-Center group (www.b2b-center.ru). Bids shall be submitted in the form of e-document.
