Comments: The procedure is two-stage:
1. stage - prequalification, stage 2 - request for commercial proposals (terms of the 2nd stage from 02/19/2020 to 02/20/2020).
At the 1st stage, participants are required to fill out the attached forms (Application for participation in the tender, qualification form with attachments and Confidentiality Agreement).
Participants’ proposals shall be sent in the form of e-document signed by digital signature.
Those participants who have passed the preliminary qualification selection under this procedure will be invited to participate in the 2nd stage of the procurement procedure.
This prequalification is not a public offer. The organizer does not bear any obligations to suppliers who participated in the request, including obligations to conclude any agreements with persons who sent their proposals.
This prequalification is not a tender or a public tender within the meaning of Art. 447-449,1057-1061 of the Civil Code of the Russian Federation. Thus, this RFP procedure does not impose the corresponding amount of civil and legal obligations on the Customer.
The Organizer has the right to refuse to carry out the procedure at any stage, without incurring any liability to the Participants.
The Organizer reserves the right to extend and (or) change the date of consideration of the proposals of the Participants and summing up the results of the prequalification.
